MIB members will individually review topics in the Activity pipeline using the MOSCOW methodology. The Activity pipeline items are then discussed by the MIBs in an Incubator Board meeting. MIBs may modify their MOSCOW score after discussion.
The discussion yields a prioritized list of topics, by counting the number of Must, Could, Should and Wont statements from individual MIB members. This list, indicating value proposition of a topic, is used as the recommendation from the MIBs to selecting topics into the new Incubator cycle.

The topics for the new Activity cycle are selected by the Incubator management. To properly assess the topics, three factors are weighted:

  • value proposition is calculated by counting the number of Must, Could, Should and Wont statements and assigning respectively 4,2,1 or 0 points to the topic per Activity board member. The value proposition is then calculated as the percentage of the total value per topic over the total number of points.
