How do we manage proactive vs reactive support and how does this work across the tasks?  T1, T3 and T4?

• Proactive: working with people coming into the community.
• Proactive: helping federations address nit and problems with their membership / membership process. 
• Reactive: when there is an automated approach in place to monitor and alert/.
• eduGAIN Compliance Issues.  Starting from the bottom up, who is responsible for what?  Nagging the "longtail" is a big commitment.
• How do we work with partner relations on chasing the European countries?
